To keep a constant space on the right side of the chart you need to use the Lock Fill Space option. Refer to the following: Working With Charts: Locking the Right Side Fill Space If your issue is with changing the Global Time Zone, then you need to go to Global Settings >> Time Zone Settings and change the setting in there.
