what exactly is the momentum study? looked at the study page but don't understand

As given in the documentation, the Momentum is either the difference or the ratio of the current bar with the bar n bars previous (where n is defined by the Length).

The calculation for Momentum is the following:
X(n) - X(n-l)

or

X(n)/X(n-l)

The Rate of Change Percentage is the following
X(n) - X(n-l)
------------- * v
X(n-l)

Although v would typically be 1, but still there is a difference in these calculations.

The "Rate of Change - Points" does use the same calculation:
X(n) - X(n-l)

can a specific moving average be placed to this study or can the moving average in the "momentum with moving average " study be changed?

You can always apply one of the Moving Average studies to the Momentum, or the Rate of Change, or most other studies. Refer to the following:
Chart Studies: Settings and Inputs Tab >> Based On - Basing a Study on Another Study

There are some studies that have options for the type of Moving Average you can use within that study, but not all of the Moving Average studies we have available are in that list. You would just have to see what is listed and determine if you want to use what is built-in, or apply the moving average separately.
