It depends on the data you need. The requirement to have a broker is a CME Group requirement. Refer to the information here:
Real-Time Exchange Data Feeds Available From Sierra Chart: Understanding and Accessing Data From the CME, CBOT, NYMEX, COMEX Exchanges

Note that you can still pay the Professional Exchange Fees for the CME Group data if you do not have/want a broker.

If you need data from any other exchange(s), then you do not need to have a broker to qualify for the non-professional exchange fees.

Set Global Settings >> Data/Trade Service Settings >> Current Selected Service to "SC Data- All Services" .

And then translate the symbols in your Chartbook to the correct format with this Edit menu command:
Edit Menu: Edit >> Translate Symbols To Current Service

Your Sierra Chart account is active, and the Denali data feed with the EUREX exchange is also active. Everything looks fine.
