Is there a way to have two instance of the same tool in the shortcut menu. example horizontal line 1, horizontal line 2. I would like to have this so each individual tool has its own color size ect.

Yes this can be done. Refer to the following:

Are you using the Horizontal Line Drawing Tool or the Horizontal Lines study?

To have different configurations for the Tool option, you would need to use the link that was given above to create different Control Bar buttons to select the different configurations. You can then also create Keyboard Shortcuts from those Control Bar buttons as defined here:
Global Settings Menu: Customize Keyboard Shortcuts (Global Settings menu)

We see that you asked specifically about the Shortcut Menu. There is not a way to set the Customized Chart Drawing Tools into the Shortcut Menu specifically, but you can have the different Configurations defined in the Shortcut Menu and then select the configuration you want for the drawing tool you have active at that time.

okay so i have made a toolbar and added a custom tool. i have then gone in and set it to be horizontal line tool. now, all i want to do is change the color of this custom tool. when i go to tool config, the custom tool is not there so i then cannot change anything about the custom tool. it is the same as the horizontal tool. what am i missing?

When you create the Control Bar Button, you tell it what tool you want the button to be for along with what Tool Configuration number you want to use.

Therefore, you need to go to the Configuration for the Horizontal Line and select the configuration number that you have selected in the Control Bar button. Then change that configuration to be how you want it and be sure to save it.

Do this for however many different Horizontal Line options you want. Using a different configuration for each different setup you want.

You should be all set to then use the Control Bar buttons to select the tool and configuration at the same time.

Once you have that working, then you can create a Keyboard Shortcut for those Control Bar buttons by following these instructions:
Global Settings Menu: Customize Keyboard Shortcuts (Global Settings menu)
