When you create the Control Bar Button, you tell it what tool you want the button to be for along with what Tool Configuration number you want to use. Therefore, you need to go to the Configuration for the Horizontal Line and select the configuration number that you have selected in the Control Bar button. Then change that configuration to be how you want it and be sure to save it. Do this for however many different Horizontal Line options you want. Using a different configuration for each different setup you want. You should be all set to then use the Control Bar buttons to select the tool and configuration at the same time.
