Why "C:SierraChartACS_Source\" ?

Move file Top_UltimateBreakout.dll to folder "data" and try it again

1) Sierrachart Turn off

2) Move dll file into "Data" folder in Sierra Chart (default C:\SierraChart\Data\)

3) Run Sierrachart

4) Add custom study
In Menu / Analysis / Studies Click on "Add Custom Study" where you'll find this new library.

It is important to have the latest update if the dll file is newer (it might not be in the library list afterwards)...

The last issue possible to think of is different 32-bit and 64-bit version (library dll vs Sierrachart)
