When I started HSX19 or HSF20 chart, it took over 1 hour to download the data, which is unacceptable.

This must be an issue with the Internet connection. However, refer to:

This data should have been downloaded in a matter of seconds. Here is an example:
HD Request # 16 | Received 3243093 records from 2019-09-29 21:19:10.000 to 2019-11-28 02:59:58.000 (59.3 days) and wrote 3243093 records for HSX19 | 2019-12-25 10:54:54.331
HD Request # 16 | Completion time: 4s | 2019-12-25 10:54:54.335
HD Request # 16 | Intraday data download complete for HSX19. Unique request ID: 17 | 2019-12-25 10:54:54.335
So the transfer of 3,000,000 records in four seconds.

Maybe try using port 80:
