Adjusting Horizontal Timeframe

Is there a way to adjust the Horizontal axis (time frame) so it operates as smoothly as the vertical (price) axis? The Horizontal (time) axis always adjusts in big chunks of time....usually 3 days or so. So, I'm constantly adjusting and resetting after I slide the Horizontal (time) axis in either direction. This applies to using the scroll at the bottom of the chart and using the arrows in the Control Bar.
I haven't be able to find anything to allow the Horizontal movement of price to adjust smoothly or in much smaller time increments. The way it's set now, the smallest increment the Horizontal adjusts is about 3 days. That's A LOT in one chunk for a 5 minute chart, for example.

Make sure this is set to 1:
General Settings Window: Scroll Multiplier (Global Settings >> General Settings >> GUI >> Scroll)

I actually had it set to .5, couldn't tell a difference from 1. Still the same large chunky movement. My 15 min. chart just moved 14 days with the smallest increment movement of horizontal scroll bar, arrows on the control bar or by using Shift/mouse. Anyway to make it a smooth movement like the Time Axis?

The chart should only move by one chart bar when using the arrows on the scrollbar.

Yes, it does, thank you.
While using the arrows on the scroll bar, is there a way to keep the 'latest' bar in place at the right hard edge? Or, at a defined space between the hard right edge and the 'latest' bar?

As it works now, as I scroll to the left, price goes right...off the screen. In other words, I'd like to be able to compress the time frame while keeping latest bar in place.
