I do Elliott Wave analysis and one feature that I am looking for is the ability to use cross-hairs and select a low and a high on different bars and have the difference displayed on the screen. Is this a built-in capability? What programming language is recommended for developing trading algos?

For the first question, this can be done and you will need to use the Chart Calculator tool:
