DTC-Sub Instance authorization failure connecting to historical data

I am unable to "Delete and Download Data" for a chart from a DTC-Sub Instance. Disconnecting the primary system and changing the DTS from a substance to the SC Data - All and the chart will update. Not sure how to resolve so DTC - Sub Instance authorization failure.
