Is there a non-programmatic way to set volume bar transparency like the attached screenshot?

No but we could add a Draw Style to do this.

On the Subgraphs tab for the Volume study, change the Draw Style to Transparent Bar Bottom and then set the transparency level as desired in the Transparency Level for Fill Styles box.
