How can I disable the possibility of accidentally switching a symbol using the keyboard?

This option was disabled, but the symbol has already changed twice... It happen if did something wrong during place a text tool but I do not remember exactly how. |

It happened to me several more times, and finally I came when it happens: If i press "Shift" + "=" or "-". How to turn it off? |

These are shortcuts from the Chart --> "Next File" and "Previous File", that can not be turned off, even if they are changed to others on the Global Settings --> Customize Keyboard Shortcuts.
