Two questions:

1) how do I add a horizontal line to this chart (See attached picture)?

2) how do I get rid of the volume valley's near the high and low of the chart but keep the volume valley lines in the middle of the chart?

1) There are multiple methods to add a horiztonal line. Refer to the following two options specifically:
Chart Drawing Tools: Horizontal Line | Horizontal Ray | Horizonal Line Non-Extended | Vertical Line

Horizontal Lines

2) There is the following option to control Peaks and Valleys at the extremes:
Volume By Price Study: Include High/Low in Peaks and Valleys

But that is the only option. There is no method to control within a certain range from High or Low.
