The first thing you want to check is that you actually have the toolbar displayed that was customized, and not some other toolbar. Then set the correct toolbar to display as you want. Otherwise, if the actual toolbar has been changed/reset. Then you can recover it by restoring your global configuration file (Sierra4.config) from a backup.
