A delay of 1 second is definitely going to be related to the difference between your computer clock and the timestamps of the data from the exchange. This is something that you do not need to worry about. If you do want to synchronize your computer clock with the exchange, then the Network Time Protocol is the correct option. Did you setup the NTP option and are you still getting a delay? According to the IP Address that shows for your system, you are located in Singapore. As such, you may want to specify a specific data server to use in order to try to decrease the overall latency for your location.
