We see the following messages in your log that is definitely causing an issue: NetworkSocketCore | Error posting message in c_AsyncWindow::PostMessage. Windows error code 1816: Not enough quota is available to process this command. MessageCounts=1026:1, . Unknown state. Restart Sierra Chart. *
But we do not know why you are getting these errors. We also see a lot of files set to download and some issues with the system trying to find some DLLs initially.
