The reason you are not able to use the "Emergency Account Activation" is because you have never had a paid package. You would have had to have paid for Sierra Chart at least once in order to use that option. Since it has been several years since you have used Sierra Chart, we have reset the trial for your account, so you now have 21 days of Trial time available. We redid how trials work a few years ago, so you may have had used the old trial methodology. With the current trial, there is nothing to activate. You have full access to the system capabilities, apart from access to real-time data and trading services. But, you are limited in what data is available.
