Step #3 is to actually activate an exchange. You need to click on the link for "Activate/Deactivate Denali Exchange Data Feed Exchanges" and then select the exchanges that you want to activate. We want to point out that the last time you did the agreements, you specified that you are a "Professional", so you will need to activate and pay the Professional exchanges. These are quite expensive.
