You still have not activated any exchange for the CME Group. You can do this here:

To get Market Depth and MBO data, you need to activate an exchange that includes Market Depth. They state the words "Market Depth" in the names of the exchange options.

You are already on Package 12, so you can get and view the MBO data. If you have not already done it, go through the setup items at the following link:
