There is no option to have different percentage threshold values for the coloring of the background versus the coloring of the text. The best option available for this is to use a Text Coloring Method that is an "Actual Value" when the background is using a percentage. Then you can set percentages in the "Percentage Threshold" and separate actual values in the "Actual Values Threshold".
