Make sure the DLL file is in the "Data" folder under your main Sierra Chart installation folder. If it is properly in that location, then we would need to see your Message Log to see if there is some problem with the file. Get us your Message Log by following these instructions: Follow the instructions here to clear the Message Log:
Message Log: Clearing the Message Log Close all of the Chartbooks with "File >> Close All Chartbooks". Open a single chart for a symbol through "File >> Find Symbol". Disconnect from the data feed with "File >> Disconnect". Connect to the data feed with "File >> Connect to Data Feed". Select "Analysis >> Studies" to open the Studies to Graph window. Select the "Add Custom Study" button on this window. If your DLL is listed on the next window, then open that section. If there is nothing there, then proceed. If there are studies listed, then select one and select the "Add" button. Select "OK" to close the Studies to Graph window.
