The order of the data in the Numbers Bars study it determined by the Column number. So if you want the Delta to be the leftmost column, then be sure to set the number display for Column 1 to be the Delta you want. Arrange the rest of the columns as you want them. With regards to shifting the location of the numbers, the only option for this is the Input for "Single Value Text Alignment".
