To do this you would need to use a Spreadsheet Study and setup the spreadsheet to get you the data as you want it.

For example, with the "Daily OHLC" Input for "Reference Days Back" set to "0", and using the Study/Price Overlay on the 23 hour chart, you would enter a formula that looks like the following in cell K3:
=IF(HOUR(A3) = 18, ID1.SG1@4, K4)

Where ID1 is the ID of the Study/Price Overlay study and SG1 is the Open subgraph. This assumes that you are using 1 hour bars, so there is no additional check for time beyond the hour, so you would have to expand this out depending on how you are viewing the chart to make sure you are getting the bar that starts at 18:00:00.

Also, the above draws the line from 18:00 to 17:00. If you really want it to stop at 16:00 then you would need to add that condition.
