The problem could be related to Trade Activity files:
High CPU Usage | Inactive User Interface | Poor Performance | Long Time to Load Chart Data | Charts Reloading Often: 30.51 - Very Large and/or Large Number of Trade Activity Files

Check this. The quickest thing to do is to exit from Sierra Chart and rename the TradeActivityLogs subfolder to TradeActivityLogs_prior and then start Sierra Chart and see if the problem goes away.
