It sounds like you want to have the option for Tools >> Tool Settings >> General >> Support Left Click to Select Chart Drawings set to Yes. When this is set to use, even with the Support Drag on Creation/Modification set to "Yes", when you left-click on the drawing it will become active, then you can select the keyboard shortcut/control bar to change the configuration.
