With regards to changing to the Hand tool after placing a drawing - this is already supported. Refer to the following setting: Chart Drawing Tools: After Single Tool Use Change To (Global Settings >> Tool Settings >> General >> Tool Options) With regards to inverting how the scale adjustment works, there is not an option to change this.
