yet, it's trying to open an already running instance. this is the issue.

This should not be the case. When you start a "New Instance" through the File menu, the system starts the lowest number available that is not already running. Normally this would be instance 2, then instance 3, etc. It does not try to open the same number for an instance that is already running.

You can control the instances that are started automatically when you first start Sierra Chart. Refer to the following:
General Settings Window: Instances to Run on Startup (Global Settings >> General Settings >> General >> New Instances)
