This is definitively untrue:
The windows for the Trade Service Log and the Message Log do not store their window position and size and need to be put at the position wanted and resized after every restart.

The size and position are absolutely remembered and restored. This is not a Sierra Chart problem. The problem is with your operating system or drivers or whatever. Refer to:
Window Size and Position Not Restored When Opening Chartbook

This information also applies to the Message Logs.

Why on earth would this functionality not exist for all of these years. It has existed, since the very beginning of Sierra Chart and it works properly. Once again the problem is with your operating system or drivers.

One thing you could try to do is to use Window >> Reset Windows to reset the window placement data structures and perhaps that might solve the problem going forward. Maybe.
