1) The use of the Evening Session is dependent on what you want to see and how you view it. If you want to see separate data from the Evening Session for your Volume by Price studies (for example) then you would need to have the Evening Session set. But, if you do not make any distinction about the Evening Session, then you can just do the full 24 hours of the trading day in the primary hours and ignore the Evening Session.

Just keep in mind that the exchanges consider the evening trading part of the next days trading. Therefore, for products traded on the CME Group, you would enter the following:
Start Time: 17:00:00
End Time: 16:59:59

2) EUREX does not really have an evening session. From their website, you would do the following (assuming the chart is set to Brussels time zone):
Start Time: 01:00:00
End Time: 22:00:00

3) It depends on the situation. Most of our customers trade the CME Group, so having New York instead of Chicago would be OK (as you were originally told). But since you are wanting both the CME Group and EUREX, then you should have your charts set to the local exchange time.
