According to our servers, your Current Selected Service is set to SC Data - All Services. And since you are not setup to get any real-time data from us, then you would be getting the Delayed Streaming Data. Which is why it is not matching up exactly with the market data, as it is 10-15 minutes behind. Refer to the information at the following link regarding the Delayed Streaming data:

As to the chart being off by 4 hours, that would be related to the Time Zone setting for either the chart or the Global Settings (depending on how you have this setup). Refer to the following:
Chart Settings: Time Zone (List) (Chart >> Chart Settings >> Session Times menu)
