The following line from your log is the issue:
Allow Support for Sierra Chart Data Feeds is disabled.

You need to enable the option for Allow Support for Sierra Chart Data Feeds. Refer to the following:
Data/Trade Service Settings: Allow Support for Sierra Chart Data Feeds (Global Settings >> Data/Trade Service Settings >> Common Settings >> Common Other Settings)
