We want to point out that the user at post #1 is using CQG, and the user at post #2 is using the Denali data feed. Based upon what is described in post #1, the first thing we want you to refer to is this help topic:
High CPU Usage | Inactive User Interface | Poor Performance | Long Time to Load Chart Data | Charts Reloading Often

This is not related to millisecond time stamping. There are no bandwidth changes with millisecond time stamping for CQG users. Millisecond time stamping is irrelevant. It may have some effect on the Denali data feed but at this point, that is just not relevant anymore due to compression being used. And it is not enough of a change to suddenly start causing a problem.

We want you to update to the latest prerelease which is 2173:
Software Download: Fast Update

And also we have learned enough about the problem to know that the reason for the issue is not any one particular thing but there can be different causes for each case and on different days.

Now what is much more significant is increased market activity. When there is an increase in market activity, then that is the one change that is out of our control. But we are using larger buffer sizes on the network communication core. And the Denali data feed now uses compression which completely negates the impact of larger amount of data transfer.
