The first video does not play anything as if it has nothing to play. The second video is very poor image quality. In general refer to help topic 30:
High CPU Usage | Inactive User Interface | Poor Performance | Long Time to Load Chart Data | Charts Reloading Often

But specifically refer to these sections for things to do:
High CPU Usage | Inactive User Interface | Poor Performance | Long Time to Load Chart Data | Charts Reloading Often: 30.5 - Chart Update Interval

High CPU Usage | Inactive User Interface | Poor Performance | Long Time to Load Chart Data | Charts Reloading Often: 30.23 - Chart Tick Size and Volume at Price Processing

Numbers Bars: Adjusting Tick Size For Larger Increment

The first and third ones definitely will help.

Also try disabling OpenGL if you are using it:
Graphics Settings: Use OpenGL for Chart Graphics (Global Settings >> Graphics Settings >> Other)

Also, what you see just may be normal if that chart is redrawing repeatedly for unknown reasons because in that chart there are a lot of bars, and a lot of price levels being shown. You cannot expect Sierra Chart to be high-performance always. There are so many things you can do that will put it under a very heavy load.
