In the chart where they are not showing (Chart # 2), you need to set the Subgraph Draw Style and the Scaling to be the same as they are in Chart #1. That means setting the Subgraph Draw Style to Value of Subgraph and setting the scaling to Constant Range. You may need to reset the scales after making the change to ensure that the numbers are displayed correctly.
