A Rectangle certainly CAN be drawn on top of the other items in the chart. Be sure you have the item specified previously unchecked. Make sure you are unchecking the correct item, for Rectangles, Ellipses and Triangles, it is the one that states Draw Highlight Drawings Underneath Main Graph and Studies. Also, if you want the rectangle to completely block what is behind it, then you need to set the transparency for the rectangle to 0.
