Just my observations as an avid user of SC: On the Chart >> Chart Settings >> Advanced Settings menu try enabling the Include Columns With No Data and/or Do Not Draw Columns With No Data settings and you should get the market behaviour for time-based charts that you're looking for. That setting only fills in the bars that have no market data, but only after market data has occurred. It does not cause a time-based bar to be drawn at equal intervals when there is no market data occurring. This can be tested using a 1 second bar during off hours when the market is very slow. This is not a new phenomenon; it has always been like this.
