Yes, you need to use a combination of the Numbers Bars Calculated Values, Study Subgraph Above/Below Bar as Text, and the Color Bar Based on Alert Condition studies. Attached is a Study Collection that will do this for you. You can apply it to a regular chart or to a chart with the Numbers Bars on it.
