We did not test the Chartbook but we did find one problem and resolved it. Overall after we have went into this in depth, we realize that maintaining the Always on Top state is not so simple. There are a lot of considerations and the state can be lost very easily with even an operation such as a window tile operation. Also the Microsoft documentation on this is confusing and conflicting.
