You cannot have them both available at the same time, as they both use the same pointer device left-click to perform their tasks. What you want to do is go to Global Settings >> Tool Settings and set the option After Single Tool Use Change To to Hand. This will then switch automatically to the Hand Tool after you have finished drawing a line.
