That symbol is in File >> Find Symbol >> Futures-CME.

Follow the instructions here to clear the Message Log:
Message Log: Clearing the Message Log

Fully re-download the data in the chart by going to the chart and selecting "Edit >> Delete All Data and Download". Only use this command from the Edit menu at the top of the main window or chart.

Or, in the case of a Continuous Futures Contract chart, follow these instructions:
Continuous Futures Contract Charts: Re-Downloading Continuous Futures Contract Data

After about a minute provide a copy of the Message Log following these instructions:
Support Board Posting Information: How to Post Your Message Log (Required In Some Cases)

We will then determine what the problem is.

I cannot select and open NQ?##-CME into a chart. I am able to select everything that opens up below NQ?##-CME, but not NQ?##-CME itself. I can open NQH26-CME no problem. Additionally, I have completed everything in the attached links.

Additionally, why can I not access expired NQ contracts like NQH24, NQZ24, etc?

NQ?##-CME is not a valid symbol. That is the heading for that section of the NQ symbols.

If you are wanting a Continuous Futures Contract chart, then refer to the following:
Continuous Futures Contract Charts

You can open charts for expired contracts. We just do not list all contracts in the Find Symbol window. You just need to enter the contract you want in the "Selected Symbol" field using the appropriate symbology for the service you are connected to. So for what you show, you would enter "NQH24-CME" to get the H 2024 contract for NQ.
