Are fees for Teton Order Routing Allowed

I just looked at the website for Discount Trading, and they are finally offering the Teton routing option. But then I saw that they appear to be charging "$0.10 - $0.20 per side (depending on trading platform)" I emailed them, and they confirmed there would be a "0.20 routing/clearing" fee per side! I don't know if legal is the right word to use, but isn't this supposed to be completely free? Are they allowed to do this???

That is their charge. Teton order routing has no cost from us at all and nothing is billed to the brokers or clearing firms either.
