Not able to load 15 range on footprint chart

For the first time when I loaded Sierra, the footprint chart didn't show up, and after I loaded it, I was only able to see 1 minute on the footprint chart. I normally use 15 range and it's the default, but every time I switch it in settings, it goes back to the default 1 min chart.
