4 Minute Bar Not Start at the hour

I just noticed that if I do a 4 minute bar period, the bar will not start at the hour. For example, I would expected a bar to start at 9:00am and end at 9:04am. However, it's showing that the bar starts at 8:59am and ends at 9:03am.
