I added "ENABLE ORDER ALLOCATION TO TRADE ACCOUNTS" to the main control bar, but I detached the chart that has the active trade window for chart.....?is this why the control bar button does not work?

Yes, this would be the case. Any Control Bar that is attached to the Main Instance does not work with Detached Windows. You need to turn on the Control Bar for that specific detached chart.
