Tile As Grid - not covering minimized windows

Tile As Grid Vertically/Horizontally used to cover minimized windows. Is there a setting that changed because now minimized windows appear collapsed on the bottom taking up real estate. See attached image for example.

There is a setting for this, but it is nothing new (it's been in the system for at least a few years).
