Error 126 - could be caused by a missing dynamic link library(DLL)
a) If you are using 'other' version of VC++ ( not installed via Sierra ), ensure the redistributable for the 'other' Visual Studio version is installed.
b) If some other non-standard dll's are referenced in Inteligex_64.dll, the dll should be copied to one of standard folders ie C:\Windows\System32 or Sierra's data folder, or the path of the dll should be added to environment PATH

We've manage to recreate the file and reload the file and it now works.

I'm having the same issue, Windows error code 126 trying to load a dll on a remote VPS. Same SC version 2443 on both my home and remote servers. The only difference is Windows version (Win 10 at home, Win Server 2016 on VPS). Message log:
