Downloads for intraday charts works fine.
The issue is with Hitorical charts (daily).

We see you have activated the Sierra Chart Exchange Data Feed. Are there any exchanges you need from that data feed? Refer to the list here:
Sierra Chart Exchange Data Feed: Supported Exchanges

If not we need to cancel that data feed to resolve this problem.

We will need the SC Exchange Data Feed for stocks and non-cme futures exchanges.
We just haven't started the subscriptions yet

Is the problem happening because we have activated Sierra Exchange Data Feed and without subscribing to anything?

Yes that is the problem but it is not that you did anything wrong, it just has to do with how the Barchart system works and the fact that you probably did not complete the agreement so in the background the account was never created.

Do you want to use this data feed, this month?

"Yes"

Was holding off on touching anything so not to mess it up further.
Should I go in and complete the agreement + subscribe to whatever I need?

Yes. Go to this page and sign the agreement and be sure to include the one with equities agreements if you need US equities data:

Registered and completed all the forms, everything works just fine now

Currently I have:
1. CME live data (not delayed) from denali
2. Subscribed to stocks live from SC Exchange Data Feed

Should I able to receive delayed data on the non-cme futures exchanges in conjunction with the above from a single instance of SC?

You will not receive delayed streaming data but instead periodically updating historical data.

Refer to:

Question1
Service Setting >> Intraday Download Interval for Non Realtime Symbols in Minutes
I'm assuming this only updates the intraday charts (does not update daily/weekly historical charts)?

Question2
Using SC Data All Services - I am not seeing delayed quotes for $VIX and $SPX - is that expected?

Question3
Some markets that I see in SC Data All Services are not available in SC Futures Orders Routing. For example, many of the Eurex markets (I can send specific examples if needed). Is that expected?

1. That setting applies to Intraday charts only.

2. Yes.

3. Yes the EUREX symbols would not all be listed. Let us know what contracts you need added to the SC Order Routing Service.

Wanted to confirm if the following makes sense

Say we have
1. SC package level 5
2. Subscription to "SC Exchange Data Feed" for stocks (say with Bats)

Using "SC Data All Services", we would then have delayed CME + real time stocks? Would that work?

Yes this is a correct understanding. We are also now still providing the delayed CME data with our Standard (3) service package as well.

Nice. You mentioned "still" - is this indefinite until further notice?

Sierra Chart Historical Data Service: End of Day Update Times

For exchanges marked as End of Day only in the Included Markets table, the symbols from these exchanges will be updated with current days data after the market closes for them. Otherwise, the Historical Daily and Intraday data for other symbols are continuously updated with a 10 to 15 minute delay for them.

Looking at DXU20 (ICE US), it is not "End of Day Only", the intraday chart updates every x minutes as expected.
Historical day chart is not updating.

Question4
This is expected?

Question5
If the above is "yes", is there a way to force SC to download historical data programmatically? Perhaps by reconnecting? I don't need this to happen a lot, just once a day but at a time that I have control over and not necessarily based on the exchange times (hope this makes sense)

There is no periodic updating of historical daily charts if real-time or delayed streaming data is not available. That only happens every 24 hours or according to the configuration here:
Historical Chart Prices: 12.6 - Always Beginning Historical Chart Bar at Specified Time According To Symbol
