Dragging time axix

I use to be able to drag the "time axis" and to add/subtract bars from current view without using control key, just pointer or cross-hair etc (time display not the scroll area). I have plenty of days on chart settings but cant resize. Is there a setting i can look at specifically related to dragging horizontal axis?
