No. You do have to connect to your Interactive Brokers live trading account.

I just want to make sure, but if IB is my trading platform and I am using SC real-time, should I understand the last 15 minutes are always updated by IB?

This is approximately the correct amount. Although the data feed is going to be prorated depending upon when you activate it.
