Interactive Scale Move setting is not being saved

The Interactive Scaling Mode on my charts keeps re-setting back to Interactive Scale Range whenever I restart the program, even though I set them to Interactive Scale Move before I saved and closed the program. I never had that problem before so I don't know what to do to fix it. Thanks.

I must have some option activated as it always defaults to move instead of scale. You are sure it's fixed in current prerelease 2021?
